Elmer M. Tice, 76, of Empire, OH, passed away Wednesday, March 26, 2025, in the Country Club Manor in Steubenville, OH.

Elmer was born January 3, 1949, in Steubenville, son of the late Leslie and Eula (Little) Tice. He was also preceded in death by five brothers and four sisters.

He retired from O.D.O.T., where he worked in the Highway Maintenance Dept. Elmer was an avid sports enthusiast and coached football from 1970 to 1988. He was also a Veteran of the US Marine Corps having served during the Vietnam Era.

Elmer leaves behind his wife, Connie J. (Van Dine) Tice whom he married Nov. 21, 1979; son, Ian (Rhonda) Tice of Steubenville; daughter, Kelly (Patrick) Ziegler of Westerville, OH; two sisters, Vicki (Elbert) Cline of Parkersburg, WV and Karen (Edward) Wszeborowski of Steubenville; two grandchildren, Payton (Erin) Ziegler and Kendall Ziegler; one great-grandson, Owen Ziegler and nephew, Abel.

Visitation will be held on Monday, March 31 from 2 PM to 7 PM at the J.E. Foster Funeral Home in Toronto where services will follow at 7 PM. Lay Minister John Keenan will officiate, and Military Honors will be presented by the Toronto American Legion Honor Guard.
