Freddie R. Carter, 89 of Culpeper, Va., formerly of Toronto, Ohio passed away Friday Nov. 26, 2010 in the Culpeper Regional Hospital. Fred was born June 8, 1921 in Wellsville, Ohio; son of the late Belfred and Arizona Wagner Carter. Fred was retired from Plumbers and Pipefitters Union Local # 495 in Cambridge. He attended City on a Hill Church in Culpeper, Va., where he served as an usher. He was a member of The Toronto American Legion Post # 86 and Toronto V.F.W. # 6906 and served his country during W.W. II in the U.S. Army Battle of the Bulge. In addition to his parents Fred was preceded in death by his wife Nellie J. (Bowen) Carter on May 11, 2007, his son Freddie R. "Tinker" Carter Jr. in 1988, two sisters Edyth Schultz and Leota Mae Johnson and his brother James Carter.Surviving are his daughter Debra Ann Carter of Culpeper, Va., with who he resided, his two Granddaughters, Heather Ann Brown of Virginia Beach, Va., and Jessica Ann Brown of Portland, Oregon who loved him dearly. Three Sisters, Ethel Maye Pickens of Clarksville, Md., Alice Argano of Wintersville and Elfrieda Jones of Steubenville also survive. Friends and family may call on Tuesday from 6pm. - 8pm., at the J.E. Foster Funeral Homes, Inc., 701 Findley St. Toronto, Ohio; where services will be held on Wednesday at 11:00 am. Pastor Thomas Klaserner will officiate the service and burial will follow in Ft. Steuben Burial Estates in Wintersville. Full Military Honors will be provided by the Toronto American Legion Post # 86.
