Joseph Irvin Blackburn, Jr., 72, of Toronto, OH, passed away Wednesday, Nov. 18, 2020 at his home.

Joe was born August 4, 1948 in Steubenville, OH, son of the late Joseph Irvin Blackburn, Sr. and Bertella Lucille (Richards) Blackburn.

In August of 2010 Joe retired from the Valley Converting Paper Mill in Toronto where he was the Plant Supervisor. He was also a member of the Toronto Fraternal Order of Eagles.

In addition to his parents, Joe was preceded in death by his two buddies, his dogs, Ralphie and Comso.

Joe leaves behind his wife, Donna K. (Hasting) Blackburn whom he married Nov. 15, 1977; his brothers-in-law, James Hasting of Toronto and William L. Hasting of Columbus, GA; his sister-in-law, Ruth Ann Scott of Toronto; and his trusty dog buddy, Oscar.

Visitation will be held Sunday, Nov. 22, 2020 from 1 PM to 4 PM at the J.E. Foster Funeral Home in Toronto where Joes funeral service will be held Monday at 10:30 AM. Rev. Kevin Rinkes will officiate and burial will follow in the Island Creek Cemetery in Toronto.
