Nellie J. "Penny" Carter, 83, loving wife, mother, and grandmother, of Toronto, Ohio passed away Friday at her home. She was born Nov. 27, 1923 in Barnesville, Ohio; daughter of the late George E. and Pearl Hiley Bowen. She was a homemaker, a Presbyterian by faith and was a member of the Toronto American Legion Post #86 Ladies Auxiliary. In addition to her parents, she was preceded in death by her son, Fred R. "Tinker" Carter Jr., in 1988, and two brothers, Howard and Fred.Surviving are her husband, Fred R. Carter Sr., her daughter, Debra Carter Brown of Colorado, two granddaughters, Heather Brown of Colorado and Jessica Brown of Oregon and her brother Charles Bowen of Canal Fulton, Ohio. Friends and family may call on Sunday May 13th, from 12 noon to 2:00 pm. and from 6:00 pm. til 8:00 pm., at the J. E. Foster Funeral Home, Inc., 701 Findley St.Toronto, Ohio; where services will be held on Monday at 11:00 am. Pastor Tom Klaserner will officiate and burial will follow in FortSteuben Burial Estates in Wintersville.
