Rita M. Higgs, 58, of Rayland, OH, passed away Thursday December 19, 2013 at the home of her son Jeromy Higgs. Rita was born Dec. 19, 1958 in Toledo, OH, daughter of the late Cecil and Elizabeth Delatore Mosser, Sr. She was also preceded in death by two brothers, William and Joseph Mosser. Surviving is her husband Chester A. Higgs; two sons, Greg (Bobbie Jo) Higgs of Empire, OH, and Jeromy (Jennifer Hast) Higgs of Rush Run, OH; her brother Cecil Mosser Jr., of Tiltonsville; three sisters, Florence Friend of Empire, OH, Elizabeth Lambert and Shirley Cassels both of Smithfield, OH; nine grandchildren and two great-grandchildren.Visitation will be held on Sunday from 2-5 pm at the J.E.
