Robert M. Bob Starr, 69, of Toronto, OH, passed away Monday, May 22, 2023, in the Trinity Medical Center West in Steubenville, OH.

Bob was born July 18, 1953, in Steubenville, son of the late Clell and Leona Nonie (Klink) Starr.

Bob retired from the Jefferson Co. Department of Job and Family Services where he worked as a Child Support Case Manager. Bob loved spending time with his family, going fishing, and was an avid gardener and botanist.

He was a 1971 graduate of Toronto High School and went on to receive his bachelors degree from Franciscan University in Steubenville. Bob was a member of the First United Methodist Church in Toronto and was Past President and Vice President of the CWA.

In addition to his parents, Nonie and Clell, Bob was preceded in death by his son, Joshua Robert Starr who passed May 26, 2016, sister-in-law, Sherry Starr and brother-in-law, Bill Heckathorn.

Bob leaves behind his wife, Donna L. (Wells) Starr, whom he married Oct. 22, 1977; two daughters, Kristin Starr of Toronto, and Amy Starr (Daryl Deringer) of Bridgeville, PA; two granddaughters, Karyn and Kelsey Parrish; brother, Dave (Janie) Starr and three sisters, Marcita Heckathorn, Ruth (Kevin) Blanton, and Mary (Neil) Blanton all of Toronto, and several loving nieces and nephews.

Visitation will be held on Thursday, May 25 from 3 PM to 7 PM followed by a funeral service at 7 PM at the J.E. Foster Funeral Home in Toronto. Pastor Ron Dixon and Rev. Kevin Rinkes will officiate, and burial will be held at the convenience of the family.

Memorial donations may be directed the First United Methodist Church in Toronto.
