Ruth E. Ross, 87, of Toronto, OH, passed away Thursday, February 19, 2026 in the Trinity Medical Center ER in Steubenville, OH.

Ruth was born May 4, 1938 in Follansbee, WV, daughter of the late James and Nancy (Brown) Waugh. She was also preceded in death by her husband, Charles L. Ross, Sr., two sons, Danny and William Ross, daughter, Vickie Exterovich, and Ruth's siblings, Albert, Beverly, Leroy, Earl, Carl, Stanley, Elwood, Wanda, and Barbara.

Ruth devoted herself to caring for her home and family, and she was Nazarene by faith.

She leaves behind two sons, Charles L. Ross, Jr. and Donald E. Ross, both of Toronto; six grandchildren, Danny Ross, Jr., Eric Calderwood, Afton Crist, Justice Ross, Ariel Exterovich, and Charles Tre Ross, III; several great grandchildren and loving nieces and nephews.

Visitation is set for Tuesday, Feb. 24 from 1 pm to 3 pm at the J.E. Foster Funeral Home, Toronto, followed by services at 3 pm. Rev. Kevin Rinkes will officiate and burial at Toronto Union Cemetery will take place at a later date. www.jefosterfh.com
