Obituary

William R. “Bill” Black, 100 years young, of Stratton, OH, passed away peacefully on Sunday, September 6, 2026, at his home.


Bill was born July 2, 1926, in McMechen, WV, son of the late Roy I. and Bertha (Cooey) Black. He was also preceded in death by his wife, Virginia (Graham) Black in 2016, four sisters, and his great-grandson, Ethan Downing.


A devoted family man and avid golfer, Bill retired as a heavy equipment operator from International Union of Operating Engineers (IUOE) Local 18 in Akron, OH.


Bill was a member of Toronto First Methodist Church, Toronto Masonic Lodge F&AM 583, and the Scottish Rite of Steubenville. He was formerly a member of the Knoxville Volunteer Fire Department and Dyer Country Club.


Surviving are two daughters, Ann (Allan) Anderson of Columbus, OH, and Karen (Joseph) Downing of Wheeling, WV; four grandsons and ten great grandchildren.


Family and friends will be received on Saturday, September 19 from 2 pm to 4 pm at the J.E. Foster Funeral Home in Toronto, OH. A Memorial Service for Bill will follow at 4 pm led by Rev. Kevin Rinkes and Pastor Susan Clegg.
